Green Procurement
National Ilan University’s Sustainable Procurement Policy
Due to limited global resources, the trend of environmental protection in this century is nothing more than prioritizing the manufacturing of eco-friendly products to achieve green production with both economic and environmental benefits. The goal is to change consumer behaviors, give priority to the purchase of eco-friendly products, establish a green supply chain, and shape a green living society.
To encourage the production and consumption of green products and achieve the benefits of environmental protection, the government promotes green procurement as follows:
1. In 1992, Taiwan began to introduce "Green Mark," a certification system for environmentally friendly products, to encourage the promotion of various recyclable, low-pollution, and resource-saving products. In 1998, the "Government Procurement Act" was enacted, and green procurement was included in the "government procurement." Taiwan became the first country in the world to legislate to promote green procurement.
2. The "Program for the Priority Procurement of Government Agencies" was promulgated in 2001 to stipulate the green procurement target ratio and formulate the "Directions for the Performance Appraisal of the Priority Procurement of Government Agencies" each year, taking the lead in implementing green procurement.
3. In 2007, the initiative extended outside of the government, encouraging private enterprises to implement green procurement jointly to prioritize the purchase of green products.
4. In 2020, the service and construction procurement was included in the government's performance appraisal of priority procurement. In 2021, the government continued to elevate and improve the efficacy of green procurement.
To increase the efficacy of green procurement, NIU advocates the prioritization of purchasing Green Mark products among university faculties and staff in accordance with the “Directions for the Performance Appraisal of the Priority Procurement of Government Agencies.” Prior to each procurement, university employees can visit the Green Living Information Platform website (at https://greenliving.epa.gov.tw/newPublic/greenpurchase/government) to see if a specific product has a Green Mark certification. The Procurement Division also reviews whether Green Mark products are available for the items on the purchase orders submitted by each department to achieve the green procurement goal set by the government.
In recent years, NIU’s green procurement exceeded the government requirement of 95%. NIU’s annual green procurement percentages are shown below:
2019 – 98.4%、2020 – 98.95%、2021 – 97.4%、2022 – 98.51%
Institutional green procurement is one of the ways to promote a green living lifestyle among citizens. It is hoped that the initiative can promote the atmosphere of green consumption in the society and encourage manufacturers to produce environmentally friendly products. The objective is to implement green production and green consumption, promote the use of environmentally friendly products, cherish resources, make "green consumption" a part of everyone’s daily lives, and work together to reduce the waste of resources and mitigate environmental impacts.
